Program Overview

Since 1995, OFNTSC engineers have been successful in assisting clients in the completion of their capital plans, five-year capital project plans and other related documents such as CEAA environmental screening reports. They have also provided valuable technical services in the estimating and planning, design and implementation, as well as life-cycle costing, of major and minor capital projects.

Specifically, OFNTSC engineers have provided support and advice on the technical environmental, financial and economic aspects of the planning, design, construction and operation of infrastructure systems and buildings including water, sewer, road and drainage systems and schools. Particularly, they have a sound understanding of water supply and sewage treatment:

They also provide advisory services to First Nations on how to prepare Terms of Reference for consultants in order that they might carry out engineering studies, contract management and administration as well as preparation of technical documents, status reports and engineering statements.

Developing project implementation plans with respect to the First Nation community’s involvement in the construction phase of projects (construction management) including discussions regarding alternative funding possibilities (bridge financing) is a service offered by OFNTSC engineering staff.

They provide technical input with regard to the assigning of project priorities and the scope of projects - identification of needs, assist with developing overall project schedules and budgets including non-construction costs.

OFNTSC engineers also participate in negotiations with various agencies who may be sharing in the cost of projects such as other federal and/or provincial ministries, municipalities and other public or private organizations, if necessary.

Compliance with regional bylaws is important and OFNTSC assists First Nations in ensuring that the design and construction phase of the projects comply with all the appropriate local, provincial and federal design, construction, health, environmental, fire & safety standards, codes and guidelines as well as with all financial regulations.

They also provide expert advice and experience during the planning, design, construction and operation phases of projects located in remote and fly-in communities.
