Program Overview
OFNTSC works with First Nation communities to protect the investment of all community and custodial assets. Through effective partnerships, OFNTSC and its First Nation clients cooperate to strengthen and modernize existing Operations and Maintenance (O&M) programs. OFNTSC works with its client communities to record, track and evaluate current conditions of assets, including a method of identifying adequate funding of community assets. The O&M program was one of the original core responsibilities transferred to OFNTSC as part of the process of devolution.
OFNTSC participates in the development and implementation of O&M support systems for First Nations. This area of service includes:
- The coordination and review of the Asset Condition Reporting System (ACRS)
- Updating ACRS Terms of Reference
- Providing advisory support services on the Capital Asset Management System (CAMS),
- Capital Asset Inventory System (CAIS)
- Capital Management Database (CMDB)
- Municipal Type Agreements (MTA)
- School Facility Files
- Community Maintenance Systems (CMS)
- The Conditional Assessment Database (CAHD), and
- O&M forecasting model.
OFNTSC also participates on national committees to ensure First Nation interests are considered in the development and implementation of First Nation national O&M policies and programs.
OFNTSC, along with INAC, CFM program administrators, PWGSC administrators, participates in the Joint Application Design (JAD) process to identify and describe the current and future business processes, data requirements, data collection and reporting processes of the program.
The O&M program assists First Nations with proper contacts at federal and provincial government agencies while also assisting government with proper contacts for First Nation’s organizations. It serves as a conduit for information flow between governments and First nation communities.
OFNTSC remains committed to helping First Nations acquire the tools to assist in the scheduling, the planning of existing resources and reporting requirements, and providing a complete system for the efficient operation of community assets.
OFNTSC will continue to work with government agencies and First Nation communities to spearhead the design and development of innovative ways to maintain and manage community assets in a fiscally responsible and accountable manner.
