Integrated Capital Management System (ICMS)

The purpose of the ICMS development is to modernize and replace the existing Capital Infrastructure System known as the Capital Asset Management System (CAMS) which consist of the Community Asset Information System (CAIS), Asset Condition Reporting System (ACRS), and Capital Management Database (CMDB). The ICMS system is to improve the capability of the system from a business perspective and integrate other infrastructure information into ICMS.

 

The ICMS project will concentrate on the improvement of current business processes and related data collection requirements. Nearly $1 billion is spent annually in First Nations infrastructure and housing through its Capital Facilities and Maintenance (CFM) Program and the ICMS will assist with First Nations' reports, data collection, decision-making, service delivery, and accountability. With the development of ICMS and the replacement of old and antiquated technologies will help to streamline the reporting for First Nations and to ensure affordable, sustainable and trustworthy information that, will improve decision-making and longer term accountability.

 

The online ICMS processes will enhance and improve the transfer of First Nation community infrastructure information, increase transparency and accountability and reduce processing time and duplication. Some of the specific benefits will include:

  • Allow for tracking of reports submitted, and immediate feedback on any issues to ensure uninterrupted funding;
  • Reduction of the manual processes for the transmission, tracking and retention of reports, thereby saving time and costs in calling for status reports;
  • Allow First Nations to track Capital Project Life Cycle Development;
  • Access to real time data anytime via the Web; and
  • Improved data quality.
